Sheffield Wednesday Confronts Major Issues, States Independent Regulator

'We are going to be a part of football's future' - independent football regulator David Kogan

The Championship club's persistent issues constitute a "major concern" and the new football authority is seeking powers to look into club affairs in comparable cases, the recently named head the regulator has declared.

During an extensive discussion, Kogan, who was appointed on Monday, showed understanding towards Wednesday's fanbase.

The chairman convened with four fan organizations connected to the football team in recent days.

The team have been facing challenges both on and off the pitch in 2025, with the club delaying salary disbursements on several different times, including in September.

"Obviously the club has become a major concern for the league and a major challenge for the sport," Kogan told.

"Wednesday stands as one of the historic institutions for the English game and in recent days we have met fan representatives.

"We are seeking authority... which will allow us to have Wednesday and comparable cases submitted for our review if they need to be investigated and addressed."

Monetary Issues and Leadership Concerns

Wednesday's embattled owner the Thai businessman indicated in the summer he would be prepared to relinquish control at Hillsborough, but he has not been able to secure a deal with prospective buyers.

Failure to pay player wages on time in earlier this year resulted in restrictions being imposed by the league officials in mid-year, blocking the team from conducting any recruitment activities for the subsequent signing windows, although the ban was rescinded in late summer.

Official's Viewpoint

The chairman stated: "The position was created for the fans of Sheffield Wednesday, Bury or any football club where fans are dedicated to a local institution that has existed throughout their lifetimes in numerous instances.

"I have absolute sympathy for the club's situation, as I do for each organization that over recent decades have faced collapse, or approached financial ruin, for reasons that have nothing to do with the supporters."

Inquired if the oversight body could require an owner to sell a club if they are considered unfit, the regulator answered: "If your question is 'would we intervene in the final instance?', the response would be once we collect the information and know what's going on, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be considered the final option and the oversight body would choose to work with them.

"The final option we would consider is start getting involved with an individual club, an individual owner, without being able to work with that chairman to fix the issues that the club's facing and the owner's facing," the chairman stated.

"But the truth is, when you examine the past of the sport, over the past few decades there have been particular chairmen, not many, but some who have been irresponsible in the way which they've been managing their organizations and finally decline to assume obligation for the long-term prospects."

'Mistakes could erase significant advances'

The regulator engaged delegates from multiple organizations to lay out the remit of the oversight body this week and stated it constituted a "forward-thinking discussion" with a "high level of engagement" from the National League to the Premier League.

"This position carries substantial significance, because if we get it wrong, if the sport makes errors, the remarkable development accomplished necessary will vanish rapidly," Kogan said.

"Such an outcome is universally undesirable in the realm of domestic football is a substantial accomplishment - we must maintain momentum.

"There's an enormous amount of money flowing into the game and has come into football for the recent generations, because certainty is lacking it will persist in entering the game, which is part of the rationale behind I think we have to take a really clear view on challenges and obviously, of the immediate future."

Premier League Concerns

Top flight officials resisted the establishment of an oversight body because of fears of a negative impact on the Premier League's sporting equality, but the regulator stated: "I completely endorse the success and growth as an commercial operation of the Premier League.

"As someone who appreciates the apprehension regarding damaging the division as a high-quality offering of the nation. But concurrently, if you engage with division representatives after the recent gathering, they would have had a high level of reassurance -and, in fact, they have been informing us confidentially they have a considerable comfort."

Ideological Links

Kogan is still facing a "full inquiry" by the Commissioner for Public Appointments after he revealed he contributed money to the opposition group in 2020.

The official donated money to Secretary of State for Culture, Media and Sport the politician's campaign, along with that of the government leader.

"I've been completely open about my former ideological connection [with Labour], and that party membership ceased the day the select committee approved my appointment," the chairman stated.

"I am presently disconnected from any sort of politics."
